I parse this as "Greece insists that Olympic athletes will not be allowed to have foreign armed gods, unlike heads of state."

I think I blame this on [livejournal.com profile] iced_spice, who was writing about pagans and war a few entries below that . . . (Also, apparently at least part of my brain is reading in a Boston accent, because otherwise that substitution makes no damn sense.)
