When I was much younger I used to go fishing with my grandfather. He preferred minnows to worms for bait, so I did as well. We used to go to little cricks in the marshlands to set traps during the tides. It didn't have high returns usually, but we got some for the day. As much time spent catching minnows as larger fish though.
Eventually we determined that we were doing it wrong. We found a larger tidal pool, built up some rocks near the opening and set the trap there. All the minnows had to go through our channel to get in or out, so if we went at a tide switch we'd fill entire traps solid. This method would get us enough bait for a season in one go. Though it took us a little while to figure out how to keep them all alive for the whole season, but that's a different item.
On catching minnows.

So funneling minnows is more effective.
