Perhaps the folk of the time thought that gills were ears? Just a thought.

Fish ears present on the outside as round scales among the other scales. Inside they have otoliths, the size of which is a common measurement scientists use to study lots of things about fish populations.

However, I have seen medieval depictions of mythical animals with ears shaped like fish pectoral fins.
